Man charged with meth possession, sexual misconduct

Lewd note allegedly left on woman’s vehicle near Greenway Trail

A Mountain Grove man has been charged with five counts in two separate cases after allegedly leaving a lewd note on a vehicle near the Greenway Trail in Cassville, as well as alleged possession of methamphetamine, and for allegedly performing sexual acts on himself in a Cassville business.

Jason Rayburn, 45, of Mountain Grove, is charged with possession of a controlled substance, first-degree harassment and misdemeanor second-degree sexual misconduct in one case, and possession of a controlled substance and misdemeanor first-degree sexual misconduct in a second case.

According to a probable cause statement filed by Jesus Perez, officer with the Cassville Police Department, on Dec. 22, 2025, at about 8:11 a.m., police were dispatched to an address within the city limits of Cassville in reference to a lewd note allegedly placed on a vehicle. The victim said she found the note on the driver’s side window of her vehicle after going out on the Greenway Trail.

The note said the person had been looking at her a few times and made lewd suggestions of a sexual nature toward the victim.

The victim said she saw a male sitting on a bench along the trail wearing black clothing and a black hat. Perez made contact with the suspect, identified as Rayburn, near the trail wearing clothing the victim described.

Perez said Rayburn allegedly admitted he had been walking the trail that day and that the note belonged to him.

The victim state the note made her feel uncomfortable and scared.

Upon a search of Rayburn’s person, Perez allegedly located a white clear bag containing a white crystalized substance in a bottle within Rayburn’s backpack. The substance allegedly field texted positive for methamphetamine.

In the second case, another probable cause statement filed by Rayburn said on Dec. 14, 2025, at about 9:15 a.m., police were dispatched to an address within the city limits of Cassville in reference to a male captured on video with his pants down inside the property, owned by the victim. 

The victim sent the video of Rayburn to police, allegedly depicting him sitting on a bench with his pants around his knees exposing his genitals and allegedly performing an act resembling masturbation.

Rayburn was located and taken into custody and allegedly stated he had methamphetamine on his person. Upon a search, a white clear bag containing a white crystalized substance was allegedly located in his front left pocket. The substance allegedly tested positive for meth.

Perez noted in both probable cause statements that Rayburn has a prior felony conviction for forgery in Barry County in November 2024, and he is currently on probation or parole.

Rayburn is being held in the Barry County jail on two cash-only bonds, $25,000 for the first case and $15,000 for the second.

He has been arraigned, and a bond appearance hearing was held on Tuesday at 9 a.m. in the courtroom of Judge Robert Foulke.
