Cassville awards bid for police project

The Cassville City Council voted to award a contract to Lacey Brothers Construction for completion of a renovation project that will move the police department back to City Hall.

Lacey Brothers, based in Springfield, was the low bidder at $345,066. The only other company to bid on the project was Kenney-Hall Construction, of Buffalo, who submitted a bid of $437,600.

"We advertised the project real well this time," said architect Richard Werner. "Six general contractors had plans checked out but only two submitted bids."

This is the second time the Cassville City Council solicited bids on the project. The first set of bids were rejected, because the council only received one bid and considered it too high.

In the first round of bidding, Lacey Brothers was the lone bidder. Their initial bid was $398,500.

"Lacey Brothers rebid the project and stuck with it," said Werner. "Their bid is better because they have a better pool of subcontractors available."

The bid accepted by the council on Monday night is approximately $24,000 higher than the architect's cost estimates.

"If we're going to do this project, now's the best time because it's only going to get more expensive," said City Administrator Mike Hayslip.

Jerry Lacey, owner of Lacey Brothers Construction, was present at the council meeting and told the aldermen that his crews would be ready to begin work on the project on Monday, July 23. Under the terms of the contract, the construction company has 160 days to complete the project.

"If everything is ideal, it's possible we could be done by Thanksgiving," said Lacey.

Lacey Brothers Construction is already working in the Cassville area at the Cassville Intermediate School project and on the Barry County Health Department renovation project.

Cassville Police Chief Lonnie McCullough said he and his officers were pleased with the city council's decision to award a bid and proceed with the project.

"This will be good for us and good for the community," said McCullough.

Under the plan, approximately 4,064 square feet of space at City Hall will be renovated to make room for the police department. The project also calls for the addition of 1,271 of floor area at City Hall.

The city's old fire truck bays will be converted into four office for police officers and the police chief. The space will also include an evidence room, a police storage area, an emergency management room, a file storage room and an attached garage for housing two police cars. A larger office for the Missouri State Highway Patrol is also included in the plan.

When the remodeling project is complete, the police department will move from its existing location at the corner of Townsend and Eighth Street to City Hall. The new police department will be twice the size of the old building, which will be sold by the city.

In other business conducted on Monday night, the council:

• Approved bills totalling $67,670.46.

• Approved a purchase order to the Cassville Democrat in the amount of $7,986.32 to pay for advertising and printed materials to promote Community 2000's campaign to reduce risky drinking among area teens. The city will be reimbursed for this cost through SPF SIG grant funding.

• Voted to enter into an agreement with Barry County for dispatching service. Hayslip said the agreement had been amended to allow the city to pay for the service on a monthly basis pending the start of Barry County's E-911 system. The monthly payment to Barry County is $2,083.33.

• Accepted a mid-year budget adjustment as presented and prepared by Darelyn Cooper, city finance officer. According to the budget document, the city's revenue has increased by $174,744 over projections and its expenses have decreased by $196,038 for a positive variance of $370,812. Cooper pointed out that the excess revenue was restricted funding and could not be used for discretionary spending. The majority of the difference could be attributed to the city's decision to suspend the Southern Hills sewer improvement project.
